Rouge is a smart, sassy and seductive female bat. She's a treasure hunter who specializes in jewels, and always gets what she wants. She might appear to be ditzy at first blush, she's a calculating realist who acts on her mercenary instincts.

As both a government spy and self-proclaimed "World's Greatest Thief", Rouge has been trained in infiltration and is skilled in the art of stealth. As most times, she uses these skills to pull different kinds of successful heists, and has proven herself as a master thief.
As a result of her training, Rouge can surreptitiously enter enemy-held territory, either through stealth or by manipulation of others, such as when she tricked Shadow and Dr. Eggman into believing that she was willing to help them when she was send to investigate the doctor, and can hack computers and break codes in record time with successful results nearly every time. She is also stealthy enough to move nearly undetected through even the most fortified of locations and sneak up on people without bringing attention to herself.
Theoretical Smash Moveset

Almost as fast as Sonic, but stronger and with more versatility, both in mobility and combat. Rouge specializes in air combat, and is unrivaled in air superiority.
Special Moves
STANDARD SPECIAL: "Bomb/Bomb Snipe"
Rouge can throw out timed proximity explosives. Either on the ground or in the air. If it's charged up on the ground, she can aim where it goes. If it's charged up in the air, she will hover in the air and throw a great number of them.
SIDE SPECIAL: "Secret Spear"
Rouge becomes a horizontal spinning drill, going feet first and using her wings to adjust the angle.
UP SPECIAL: "Ascending Flight"
Rouge takes flight, flying high into the air. It does no damage and goes farther than any other recovery move, but at the cost of only going vertical.
DOWN SPECIAL: "Drill Drive/Dig"
Wherever Rouge is in the air, when this move is used she instant drops, spinning feet first like a drill. Her descent is fast enough to leave after images! If she makes contact with the ground, she automatically digs down into it. When on the ground, this move makes her dig into the ground where she is. Digging either way may find a hidden item!
Smash Attacks
SIDE SMASH: "Charlie Kick"
A heavy knockback spin kick, using her hand as a balance point.
UP SMASH: "Screw Kick"
Rouge spins upwards, rapidly kicking anyone caught in the path.
DOWN SMASH: "Hip Drop"
Slamming her rear upon the ground, Rouge causes any foe under her to be buried, anyone on the edge to be spiked, and any foe nearby who doesn't qualify otherwise to trip.
Throws
FORWARD THROW
Rouge uses an ultrasonic scream to throw someone back.
BACK THROW
Rouge suplexes her target.
UP THROW
Rouge uses her wings to throw them high in the air.
DOWN THROW
Rouge steals the target's item, then shoves them back. If they have no item, this move simply fails.
Final Smash
"Black Wave!"
Rouge creates a wave of dark ripples that expands out from where she activates it from. The ripples slowly grow in size, and after some time they violently explode. Before this happens, it's advised that Rouge hit/toss people into the Black Wave before it explodes.

All of Rouge's mid-air attacks have increased damage and knockback. If she partners up with someone utilizing a Primary Spirit, that individual can make use of this spirit, provided they have an available Support Slot.
